Personally, while I do have a lot of samples ready for Eurobeat stuff, a lot of it comes from 90's video-games and media. It really all depends on how you envision the genre and what interests you. Don't be afraid to think outside the box ^^.

To answer your question about pads, yes! string pads are usually the right way to go with Eurobeat. You don't have to have them playing all the time; you can have them very quiet on certain portions, or just use the Arps and other things to help create a sense of movement until you bring them back ...

Haha, there are many MANY Japanese Eurobeat tracks! most of the tracks on Touhou Eurobeat albums by Avex have Japanese vocals!

Indie producer Sugano and the famed DJ COMMAND are also both Japanese and typically use Japanese vocalists .

I'm not really sure where this myth that you don't need music theory comes from, but I'm afraid it's wrong. Theory is very important. When you're disregarding theory to do "what sounds good", you're still following the rules of good theory. You're just not thinking of it technically like that.
