There is no picture in his post or his picture link is dead

The %3 and %2F can be the cause, and the fact it don't end with an extension but with variables...
And it's an image link inside a link...

I'm using Google Chrome. Maybe that's why it works?
The escaped path literals should make no difference because ecp.yusercontent.com (from takumis link) should work as a proxy.

I'm on Chrome, and it's not working. But now I can see the image on Edge. Shit + F5 didn't worked.

We have our link here. There's multiple problems with it that phpBB has issues with and I don't blame it for it either.
1. it uses a proxy, ecp.yusercontent.com. Forum software probably doesn't like URL in URLs...
2. we have the image link as "https%3A%2F%2Fimagescdn.junodownload.com%2Fbanners%2F20off_600x180.jpg" with : and / encoded to %3A and %2F. These shouldn't be the issue; browsers convert them automatically. In fact, I remember that, in my darker times on the other forum, I had to "encode" all alphanumeric and standards for a link into said codes (exemple : (, ), [, ], accentuated letters etc) when working with linking from an FTP.
3. The rest of the link is referal code and advertising profiling stuff.
4. Upon clicking said link, the browser should just turn it into the image, removing the rest of the URL. If not, it is possible to convert it.

The actual email URL is Converted: However, for some reason, you have to visit the actual image to see it. The server probably blocks referals (offsite loading).

The rabate is finished anyway hence the offtopic.

In forums it's always a bad idea hot-linking directly from the source Takumi my dude ～ usually people use a 3rd party hosting site like imgur or noelshack to lessen the bandwidth strain on the original site, in this case Juno ♪
