Licensing and tracks from un-signed artists

Okay. Let's play "theories" here.

Say that Fred wrote three demo tunes, all of which he thought were great for Eurobeat. He sends these all three of these tracks to three Eurobeat labels, say, DBeatE, Adrenaline Assault and Ryka. He has all the paperwork and whatnot to prove that he was the writer and/or whatever needed to make sure he got his legal share of the profits, should the song sell.
All three labels would like to produce at LEAST one of the three songs he submitted. How then would Fred go about picking/choosing which label(s) should produce his song(s), if he does not hold a severe favorite?

*Would he be required to sign with one of the labels? All three? Or would he be able to let each label produce the song they enjoyed in particular, without requiring a signing?
*If so, would he be exclusive to JUST that label? (Doubtful, seeing as Claudio Magnoni has appeared with Time, Hi-NRG Attack, Akyr, Delta, and a few others, and he's not the only multi-label-er...)
*Where would AVEX come in (or Farm, or...)? Would he have to sign anything with AVEX if he produced a particularly exceptional song?

Please, no label-bashing or favoritism in this case, seeing as it's theoretical and, in this particular case, personal opinion of Fred would hold no sway. It'd be particularly helpful if Newfield could interject his say here, wink wink nudge nudge...
