I emailed CDJapan again if they could list SEB 243 to take pre-orders and I received this (canned) response:

And, to prove that they won't carry it for oversea forever, it's available for pre-order on the Japanese counterpart of their website: neowing.
There was that Sinclairestyle post on FB about it where they said that Avex didn't ban SEB for oversea customers. I believe that somebody somewhere got the message wrong but I'm not going to fight it; it's a lost cause on a customer level.

So, if you want to pre-order, you will eithjer have to use HMV JP or Amazon JP.
