The HRG catalogue doesn't have this song listed (unless it's outdated), and I believe the last time they made a new song that went longer than 4:30 was about three or four years ago (Ike Ike remake aside). So yeah, I'm inclined to believe it's SCP.
If you hang out in Tokyo or Kyoto (the major cities) you're OK for the most part - they're equipped to help the foreigner with no Japanese skills.
