IMO: Labyrinth initially sounded much like the "Power Metal" formula until their style somewhat changed to become more like "Progressive Metal."

Prog metal borrows elements from Jazz; it's not always so 4-to-the-floor or as obsessed with dragons. Power Metal also tends to be faster in general.

Not to mention most power metal is in 4/4 time. Take a look at J. Storm (Fabio Lione's) band Rhapsody of Fire for example.
Progressive metal changes their time signatures often change time signatures in the middle of songs (ex. Dream Theater).
