I am pretty sure this is on some Initial D album already in extended form.

Yeah, so it's been released in extended formats before:

"I Love Delta Mix" (SEB 87)
Regular Extended Mix (Initial D- D Selection)

Is there something some special about the version you posted?

On Inital D it's cut to 4:40, this one is the official which is 5:15
