Chilu?

In "Initial D: Extra Stage" there are three songs by an artist named "Chilu". I really like all three of them, plus the J-Euro remixes, as well.
I was finally able to get my hands on them via the 1998-2004 best of discset.
Thing is, I was wondering what label she's signed to? Something japanese? The inset booklet didn't really answer the quesiton. She sounds sort of familiar, but I can't place it.
Can anyone help?
