Eurobeat Robot Voice?!?

I don't know if I'm at the good place but I would like to know how to make a eurobeat robot voice like on this clip :

Seems like an ordinary out-of-the-box flanger effect, available in a cinema near you~ (or could be some software-specific mechanizing effect)

To make the effect, you can't just use any clip though, you gotta actually "talk like a robot" sort of...
anyhow, here's two examples on the flanger effect applied to George W Bush - now, he doesn't speak like a robot (he speaks like a monkey!), but you'll probably get the drift anyway.

Almost any decent audio editor can make those effects, so shouldn't be hard to find one.

I've been using GoldWave for my secret yet-to-be-revealed eurobeat thing, and it seems to be a quite okay program for meddling with audio.

I have already an audio editor (Adobe Audition 1.5). What I need is a program which make a neutral voice perfectly enough, when making a flanger, would be like the voice I post.
