A quick google search can tell you it may be a butchered misspelling of "promotional". SEB 83 did come with a limited edition disc 2, but I'm not sure what else he may be referring to.

Perhaps the seller means that the CDs might be promo copies which usually means there's stickers on the case and/or CD. These would be copies sent from the record company to radio stations and the like to promote the CD, there shouldn't be anything different to these copies other than the extra stickers and labels.
