Is it legal to use SEB album art or not? Do you have to ask permission from Avex? (I hope not since trying to contact Avex for anything regarding Eurobeat is very difficult)
This is important because people like to use SEB album art often in side-projects. Also, the newer SEB albums use shutterstock etc which is royalty-free. If it is not legal, it could change many existing database websites, including this one.

This is a really grey area. They are all copyrighted and therefore you can not upload/share them.
The Shutterstock images aren't royalty free. You have to buy the rights to modify/distribute the images.
But, then fair use comes into play. Since you're not selling the artwork and it's purely used educational, owners generally do not object to you using it. I recommend reading Discogs terms about this, since this does not only apply to Avex but all other similar sites as well, including Discogs.
